Is there a way to prevent new users from posting URLs ?

i.e. user with less than 10 posts should not be allowed to post URLs, that would put off some spammer that appear to plague our foum lately.

which clearly has the only desire to advertise their "escorts" service.

These are not users they are bot, but yeah I will look if it is possible.
